SOCIAL EVALUATION CRITERIA

The evaluation is based on the 7 criteria listed below. Each criterion will be scored out of 10 points. The maximum possible score is 70 points.

Context

It will be studied whether the proposed action is the best that can be carried out, taking into account the described context and the objective to be achieved. Special emphasis will be placed on the analysis of alignment to determine if the project aligns with the development policies of the State, the local partner, and/or the associative fabric it is aimed at. It will be important to carefully define the beneficiaries and argue why they are the group that can best contribute to achieving the objective.

Results

Projects with a single specific objective that has operational indicators to assess its achievement will be positively valued. These must be concrete, measurable, achievable, realistic, and have a time dimension (with relevant verification sources). It is essential to present a baseline of indicators that determines the current situation before starting the proposed action. It will also be analyzed whether the external factors that jeopardize the successful outcome of the project have a reasonable probability of occurring.

Efficiency

It will be studied whether the planned means are reasonable and clearly justified. The jury will analyze the planned activities to determine if all of them are essential for achieving the results. The use of local materials and professionals will be positively valued, provided that this does not imply a negative collateral impact that harms the local population.

Impact

It will be analyzed whether the project takes into account cultural specificities as well as the active participation of the beneficiaries. It will be positively valued if the beneficiaries feel that the project is theirs and that the entity's role has been that of a facilitator. This section will also assess whether the project is capable of analyzing and dealing with the possible negative impacts that the action may have for some local groups that benefited from the situation prior to the project.

Sustainability

The jury will assess whether the organization/community that must manage the intervention once the external support phase has concluded has sufficient capacity to do so. It will be analyzed whether the beneficiaries, once the project is finished, are equipped with tools and knowledge to ensure that the improvement in their quality of life is sustainable. Any project that does not reduce vulnerability and increase the capacities or resilience of the beneficiaries will be penalized.

Formulation

This section will study whether the project has an internal logic that ensures that if the planned activities are carried out, the specific objective will be met and therefore there are no formulation errors that break the intervention logic. It will be essential to clearly explain all activities and schedule them.

Budget

The entire prize must be used in the execution of the presented project. It will be analyzed whether the budget items are coherent and respond to the project's needs. The detailed explanation of the items will be positively valued. Indirect costs must be minimal.

 

ENVIRONMENTAL EVALUATION CRITERIA

Results

Projects that have an objective supported by operational indicators allowing the measurement of its achievement will be positively valued. These indicators must be specific, measurable, achievable, realistic, and time-bound (with the relevant sources of verification). It is essential to present a baseline of indicators that determines the current situation before the proposed action begins. It will also be analyzed whether the external factors that could jeopardize the proper development of the project have a reasonable probability of occurring.

It will be assessed whether the planned resources are reasonable and clearly justified.
The jury will analyze the planned activities to determine whether all of them are essential for achieving the results.

Impact

It will be analyzed whether the project takes into account the implications of the project on natural factors that are not directly affected. Active involvement of stakeholders interacting with the project’s environment will be positively valued.

Sustainability

The jury will assess whether, once the project has been completed, the initial situation has been successfully modified in a sustainable way. Projects that consider what will happen to the area of intervention once the project activities have ended will be positively valued.

Project Design (Formulation)

In this section, it will be assessed whether the project has an internal logic ensuring that, if the planned activities are carried out, the specific objective will be achieved, and therefore that there are no design errors that break the logic of intervention. It will be essential to clearly explain all activities and schedule them over time.

Budget

The total amount of the award must be used for the execution of the submitted project. It will be assessed whether the budget items are consistent and respond to the project’s needs. A detailed explanation of budget items will be positively valued. Indirect costs must be kept to a minimum.
